Maybe so, but I bet the guards could react on the reputation. Handing out bigger fines, or first attacking those with lower reputations, when they come in to bust some heads.

I think another way (code-wise) that you could nudge people to adopt using the inn at the crossing instead of sitting outside is to allow for coded messages that someone has arrived outside, sort of as if they were watching the exit. Perhaps this would be dependent on skills such as awareness and scout, but it would allow a person inside the inn to sometimes know that others are outside and invite them in. Of course, this is relying on the idea that there is a window through which the crossing is easily visible to most inside.
