Sharpening, how does it work?

To sum up, every time I fail to sharpen, weaponstats shows the weapon getting more powerful. When I succeed in sharpening, the stats go down. What am I not understanding?

This is a shortsword I got off of a thilden, if it matters.

Your appraise weapon skill will determine how accurately you can determine the proper strength of a weapon. With a low appraise weapon skill (as well as lower intelligence), your appraises will be rather random.
