Hitting Hands and Feet

So the question has come up "Why do light fighters far outnumber tanks in pvp?"

There's a simple answer, and I've addressed it in two other threads but feel it deserves it's own. Hands and feet. These locations provide no penalty to targeting them and are always much weaker armored than other locations, to the point where one would question why they'd bother armoring them, or armoring themselves at all. Real medieval combat wasn't a game of whack-a-mole with each other's hands and feet. In fact, targeting these areas wasn't incredibly practical as:
A. They are very small targets
B. They're constantly moving.
C. The armor for them IRL was actually quite protective
D. They aren't vital locations. Disabling someone's hand or foot is advantageous, yes. But it was more advantageous to cut their head off or run them through.
That being said, here are ways this can be solved.
1. Make these locations much harder to hit.
2. Make gauntlets and boots much more protective.
3. Nerf the damage and blood loss inflicted to these locations.
4. Make crossguards actually do something.

Because a lot of pvp is 1v1, and light fighters outmaneouver heavy fighters in that scenario.
Also because there's simply more light fighter PCs because light fighters do more damage, which easily feels better compared with standing around tanking.
