It looks like one of Sailor Moon's lesbian girlfriends. The kind that would always be jealous of her, because she shone like the moon while they were small distant hunks of rock or lots of gas. In fact, this is one of the gassy Sailors, Jupiter or Saturn. She gets so embarrassed, she has become addicted to Beano and will turn to a life of crime in later years to support her habit. This avatar looks like it has an almost pathological aversion to being clean. You can trace years of uncleanliness in the caked dirt and grime covering what you can see of his face. It's no wonder he wear a robe though I think a shower would be easier.
