Languages other than Boreal are learned by buying lessons as a skalden or scribe.
After the first lesson you need to seek out native speakers in the game and hope that someone didnt ask them something in common so they keep speaking their native tongue.
I personally like to put a shopkeeper that is human into Boreal language, or elf into Quenya, Halfling into Gnar and so on I feel this will help those that are learning.
There are books you can buy from scribes that help too.
