I think a large motivation for this kind of behavior is that people aren't willing to take risks with their characters - making shady deals with darkelves, etc. Isen has done this before and it was really fun to walk the edge a little.

Or they just don't make it public knowledge. I think people sometimes make the mistake of assuming that because they don't see something happening, it isn't happening.
