I think he was saying:
If you have more than one horse, be sure to have the other tickets in your hand or you might have the ticket for the wrong horse replaced (at a non-refundable cost of 20 gold).

I think what he means is that if you don't have the tickets of the mounts in your inventory for which you do
not need a replacement, you'll get a replacement for each and every mount you have stabled there, and also pay for each.
