today i was browsing the focus chi menu and it says you can focus chi on your body, hands, and eyes. however when i try that i get an odd message.

does one need a special power for this? or is luminier just not smart enough? is it more of an ic question? thanks in advance.

Its an IC issue. Your char must meet some IC requisites and I nor anyone else should really say more.
