I just have a question as to why when humans are created, they have a lower boreal skill then elves and their quenya skill.

I've always thought that the language is on the decline, being more the ancestral language of humankind and used in formal occasions of Arborea or for 'ritual' purposes. With the introduction of the common language in the past there has been little need to use a language others do not know anyway and so, little by little the number of humans learning the common tongue rather than boreal has increased leading to the point where we are now. Humans not knowing their original language.

So according to what you guys said, the reason why elves still know quenya is because elves have a culture that is very traditional in where they like to hold on too their roots and values?

I thought the reason was something along the lines of "humans are stupider than elves and dont know how to talk"

Pretty much what was said, elves, dwarves, and halflings hold old traditions very dearly and don't let them be forgotten, whereas humans are more happy to adapt to whatever's more convenient or practical.

I would say tshaharks and goblinoids favour their own tongues (consisting of little more than hisses and growls and such) since they're easier for them to comprehend than spoken tongues, at least for them.
